A public-private partnership with the City of Norwalk, CT, was created to develop the 767-car Maritime Garage and 18,000 square feet of private development. The private development consisted of a total of 13 condominiums (10 residential units and 3 commercial/retail units) in two buildings lining the garage. The units sold out within 6 months of completion.

Site costs included the development of a public plaza with a Coast Guard buoy, street realignment and installation of historic street lights. Total development costs were $15 million.
